I had a similar problem registering my 65. It came from Rhode Island where apparently they don't issue titles for older vehicles. The owner had to get a notorized paper from the DMV describing the vehicle, VIN etc and the owners info. Then the owner had to supply a notorized bill of sale with ALL relevant info, VIN, dates, price etc. I still had to visit the DMV 5 or 6 times to finally get the plates which I actually have. Then I received a letter from Albany stating that I didn't send in the original bill of sale, even though I had to give it to the local DMV to get the plates. It turned out the local DMV misfiled the bill of sale and promised to straighten the problem out. I'm waiting for the title or whatever they issue to prove ownership now. I also didn't want to pour money into a vehicle I couldn't own.
