Car wont start!!!!!

Well ive been working on my project fox for months and its finally come time to start it and Ive been having trouble. Im getting spark from the msd and fuel to the carb. It turns over fine but wont start. I have the motor at top dead center on piston one and checked to see that both valves were closed on that stroke. The dizzy is perfect with cylinder one plug lined up with the rotor. The troubling part is that even after all this the motor will still not start.
Here are some things ive been thinking:

When i turn the motor over with starting fluid into the carb, the fumes of the burned fuel comes back out of the carb. It seems like the intake valve is opening on the exhaust stroke and pushing the fumes back out of the intake. I was wondering if this could be a result of the cam being upside down or 180 out.

The block is a 302 out of an 89 town car. I was wondering what the firing order should be for this setup.

Please this has really been bothering me and I was just wondering if it is in fact possible for the cam to be opening the wrong valves at the wrong time. If this is the case what would i need to do to fix it?

I would start by rechecking the distributor. I think it may be 180* out of phase.
bring the#1 cylinder to TDC, install the distributor pointing to #1 (just like you did before) but check your timing marks on the damper to make sure that it is pointing to zero and not something else.

When you say the "the block is out of a 89 town car" Do you mean the bare block or the short block? If it is the shortblock: those cars came with non HO motor so firing order is different, unless you changed the cam.

Don't pull the dizzy till you check the firing order again because it sounds wrong. Try 13726548 or 15426378
1234 on the passenger side and 5678 on the drivers. Good luck!!

Okay so at this point Ive talked to the guy who built my engine and he promises nothing is wrong with the cam install or anything. Ive been thinking the smoke coming out of the carb could be due to a valve not seating properly and allowing fumes to come out of the carb. The intake manifold i bought had the cylinders labeled and the firing order on it so i just assumed they were correct. Are both banks the same on the HO and non HO firing order? The engine builder also said that the mark he drew on the damper might be ten degrees out.

With all these options I guess all Im asking is....... What should i do first?

Pull the #1 plug and turn the engine over by hand (clockwise on the crank and the dizzy should be spinning counter clockwise) with a finger in the plug hole. When you feel compression keep turning until you see TDC on the balancer. Check to make sure the rotor is pointing at #1 on the cap. If it isn't then fix it, if it is the check the firing order against the 2 I gave you. Pass. side is 1234 and drivers side is 5678 whether ist's an HO doesn't matter. The cam determines the firing order anyways. If the firing order is wrong then the compression coming out the carb is the engine trying to fire while the intake valve is open.
HO firing order is 13726548, non ho is 15426378.
Try this before you do anything else.

Thanks alot I cant wait to try it out. Although it seems to be what I did relatively, Ill try it over and over before I attempt any internal work. The cam is a b303 so i assume it would be the HO firing order. Even if the firing order is wrong, wouldnt the motor run roughly at all? Being that this is my first project the whole thing is very frustrating and mildly demoralizing.

?????? An engine fires on the compression stroke, therfore you set the rotor on #1 when the engine is at TDC on cylinder one.
If you set it at TDC on the exhaust stroke then you need to point the rotor at #6.
