No vacuum pump needed. Just wire the leads together. As for the fuse, if you are running a 20amp then make sure there is a 20amp fuse in. I am running a 40amp and replaced my fuse with a 30.

I guess it is for aesthetics. Instead of having a gaping hole, lets just put 4 bumper tubes. Yep, sounds about right :D He also has a receiver in the front for towing in reverse or moving trailers around.
