P1131 is referring to your o2 sensor upstream bank 1 and P1000 is OBDII Testing not complete, maybe because the O2 sensor failed.

Than the only I can really think of is the AC clutch on the compressor is seizing and at idle the engine is really straining to turn it.

Maybe the AC clutch is seizing. This is only happening at idle correct?

Is your car throwing any codes?
