I'm not sure if it the same in your 89 as it is in my 86 but i have switch in the trunk with a white button if u push it . it shuts the fuel pump off

did u check the fuse in the fuse panel if it good and it not the switch in the driver side kick panel is the wire harness pull it apart see if it need to be cleaned and check if it has power with test light . hope this helps
