Full disclosure, I am not a compression test expert. With that being said, did you do a wet compression test? I would believe that would account for the washed rings as stated by your builder. Based upon the fact that all of the values are equivalent per head, I would suspect the cams.

Go to a junkyard and pull a set of the PI heads and intake. They've been out for so long that there are tons of cars out there with them now. Cams may be an issue since you may be pulling them off of a family sedan or truck and would need to swap an acceptable cam into the heads.
