Issue with Brakes locking up, need some help on this one.

Swapped EVERYTHING from a 2004 gt to a fox. The systems been bled a few times now including the master. The problem is when I release the brake pedal, the brakes dont release. All 4 calipers stay locked. Anybody have this issue before? Am I missing something?

something to do with electric braking im going to guess. something like a propotioning valve.... id have to check for sure.

My thought was proportioning valve too. It does it without a key in the ignition and they don't release with the car running either.
