Pass emission in NY with no cats?

A car that i am looking at has no cats in the exhaust but he told me that he passes emission no problem (cars in Connecticut).

Is that possible? I thought if you had no cats there is no way you can pass emission...

btw the car does have MIL eliminators .

What year is the car. The Fox body mustang does not get much inspection anymore. Just lights etc. Basic safety stuff. I have a 1984 that was inspected in February with no cats and had no issues.

My 1990 supra passes nys emissions no problem its obd1 there's no plug in

My '99 'Stang passes without cats. It has quite a few mods (including a Bassani O/R x-pipe) and a tune. I was told 99's and older are tested through the OBD port not the tailpipe. However, depending on the shop it could fail a visual. I remember years ago, people would hollow out their cats; nothing in them but they would pass the visual. IMHO, it's a crap shoot. Some shops will pass them with no cats, others won"t.

Find a good shop and they will probably pass you. A friend of mine found a place that just walks around his car and hands him the sticker.

It depends on the shop if they do visual inspection or not if it has MIL's it wont have a check engine light and it wont register when they plug it in to scan it but if they lift the car an actually look for cats and see that they are gone then the might fail it it depends on the shop better off trying to get it inspected and a side shop instead of one of the major shops like Midas or other chain garages
