I'm having the same problem with my 05! The FORD Dealership has had the car now over a week & still can't find out what's wrong! I put on over 1200 miles & then they decided THEY should do the driving! They drove it 2 days & still "NOT READY"! Finally last Thursday they said there was a software update, which they did, then drove it again. The next day there was a code for the Master Airflow Sensor, which they changed, but the specs weren't good! They had to contact FORD hotline and today, 3 days later they heard back from them & THEY have no idea!!!! The car rode beautifully - no problems. It HAS to be the computer. :( Good like ericstringer!

Ericstringer Evap will give you issues if your gas cap isn't tight or needs to be replaced can be simple or complicated can also mean a leak in the evap system hard to find unless its obvious under the hook that their is a cracked tube. The only way to test if you replace the gas cap and it still won't reset is smoke test.

Their is a specific procedure you can perform on your car that is supposed to make the system perform the test. I quoted one below.

"Start the engine and idle for four minutes, then drive in stop-and-go traffic for five minutes using smooth accelerations and decelerations. Stop and idle for 4 minutes. The EVAP monitor should be complete."

After 10 days the Mustang finally passed! Turns out NYS changed the codes! Called Bama & they told me that there is no update for the Tune & suggested taking the cold air in take off & put the stock filter back on & tune it back to "stock". Dealership did just that & BOOM - passed inspection!!! :(
