I have high flows cats and never failed inspection. I've never known anyone with high flows cats that failed inspection. At least not unless they altered them in some way.

If you have flows don't get an X pipe. Flows do not sound good with an X pipe unless you have LT headers or cams. If you ever decide to get rid of the flows then you can get an X.

Unfortunately you don't. I believe the car has to be either 20 or 25 years old and yes you have to pre-register. There are a limited number of spots and most people are registered now for next year. LOL
