There are two copper platews that look like this. Glued in between them is a thin piece of foam. That foam is most likely fallen apart. There will be two wires attached to this unit, one connects to the top plate, and the other attaches to the bottom plate. Hope this helps!

The foam backing between the two copper contact plates is deteriated. I cut a new one from some thin packaging foam.

86GT, what transmission did you replace with? I had the same symptoms with my car... short story... input bearing on the t-5 was not shimmed properly, it was way too loose. Reshimed and problem solved. Good luck!
