If it is a wiring issue inside the wheel, it is very easy to get to.
-First disconnect the battery, let it sit for about 10 minutes
-Remove the two caps on each side of the steering collum
-Remove the two bolts after the caps have been removed
-Steering Wheel cover should just come off with a little bit of force and you will see the wiring harnes.
